Cyborg 009 has gone through several iterations; unfortunately, the iteration these cels are from is the hardest to find anything about (well, harder than the original '60s series and the newest recent series, neither of which these are from). This might be the 1979/1980 version. Hard to say really. The Mega CD game seems to share the design and coloring of the cels (based solely on the cover), but it doesn't jibe with the boxart for the 1990 version, and I can't tell what the 1980 version looks like.
I don't think these cels are matched, but they're stuck. The fore charcter is Cyborg 009, the back character is Cyborg 004.
