未来ロボ ダルタニアス, Mirai Robo Darutaniasu, Daltanias, Daltanious, Daltanius, Dartanius, D'Artagnus are all spellings for this show. I just got the setup for looking cool. Tons of layers. Chair is cut from the background, the guy in the chair (apparently not the titular giant robot; why would a piloted robot sit at a giant viewscreen?) is one cel, the flowerhead person on the screen is another cel, the little ships on screens are on another cel behind the main background, and the blue on thos screens is another slip of background which can move back and forth for no apparent reason since it is a solid blue. This is a vertical pan cel, and it's wider than my scanner as well; the seat is actually centered. I suppose this could have been misidentified by the seller. Probably not, as the flower people (who like to wear loose fitting spaghetti strap dresses and are easily slaughtered by our hero as he shows up with a fleet and the flower people seem to offer no offensive resistance) are in this clip:
